Ms JODI McKAY (Strathfield) [4.40 p.m.]: I am pleased to contribute to this discussion. I thank the member for Newtown for bringing this important petition to the House and I thank the 10,000 people who have signed it. I note the comments of the member for Drummoyne in regard to the business case. I presume that the Government will release the business case as soon as Parliament has risen tonight.
Mr John Sidoti: Good guess.
Ms JODI McKAY: Thank you. I expect that it will be released soon so that once again we have no scrutiny of what is happening with this project. The business case is so important to understanding how this project will be funded. We have a $15.4 billion project and we have no idea how the Government is going to fund it. We know that tolls are involved. We know that the M4 will be tolled until 2060, so we will have a toll on the M4 for 44 years. We know also that tolls are going to increase greater than the consumer price index, which is an extraordinary move by the Government. We know too that an M4 East toll will also be implemented. Tolls are going to play their part, which means that Western Sydney commuters will be slugged. I have given notice of a private member's bill that addresses that important issue.
The Sydney Motorway Corporation was formed to take the place of the WestConnex Delivery Authority, which was tasked with delivering the WestConnex project. The new corporation is not subject to freedom of information laws like every other government agency in this State. It is extraordinary that the door is closed to absolutely everyone seeking information about this $15.4 billion project. People are unable to access information about the largest infrastructure project in this State and no business case has been released. That is a terrible way of delivering a major project in this State.
I touch briefly on the environmental impact statement [EIS], which thankfully was released. There is another deception in the EIS that concerns my community. The tunnel was always going to be under Parramatta Road. The Minister's June media release indicated it would be under Parramatta Road. But when the EIS was released we discovered that the tunnel will be under about 500 homes. That continues the pattern of secrecy, lies and deception and the fact that this project is occurring without any public scrutiny whatsoever. Also, 180-plus properties are to be acquired and many of the issues involved in those acquisitions have not been resolved.
