Having been the member for Strathfield for three years I can, with certainty, account for how residents in my area feel about decisions made and not made by this Government. Wherever I go there remains an overwhelming sense of a community being impacted by overdevelopment. While some do not want high-rise development at all, others see it as inevitable, particularly where there is ready access to transport. The overriding issue for my community lies in the quality of the development being approved and the continual breaches of the zoning by developers. In Burwood, in particular, we have seen buildings designed and constructed that detract from the amenity of the area.</div><div>In all parts of the electorate we are seeing buildings that breach the current zoning—developers buying sites knowing the height allowance and then seeking to increase the number of apartments and, in doing so, the height of the building. When people talk to me about their concerns with overdevelopment they also speak about a lack of infrastructure. I will list briefly some of those infrastructure issues raised with me, and in turn what I see as the priorities for this Government. I will start with Concord Hospital. While I acknowledge the Government has matched Labor's commitment of more than $300 million for improvements, that work is only the first stage of what is required. We have not been given a date for the completion of the works nor when funding for stage 2 will be forthcoming.</div><div>Schools are, of course, an issue that is regularly raised with me, including the need for a co-educational high school. I know there are plans for such a facility in Olympic Park, but those plans are far into the future. I thank the Government for its commitment of more than $20 million to upgrade Homebush West Public School and also for the purchase of land nearby owned by the Anglican Church. I also acknowledge that consultation has begun on the upgrade of Croydon Public School and that further work is planned at Marie Bashir Public School. However, there has been no commitment given to Burwood Public School, which, with its older buildings, is in dire need of improvement.</div><div>The same can be said of Chalmers Road School in Strathfield. I was there this week to announce $40,000 from the Community Building Partnership program to improve the playground. I see the vast improvements that have been made to Lucas Gardens School in Five Dock and I fervently wish the same commitment could be made to this school. Then there is the school hall problem at Strathfield Girls High School. For a number of years the parents and citizens association and the student body have been campaigning for a hall that meets their needs. Next week the school will hold its 2017 awards day. Yes, it will have its 2017 ceremony in 2018 because the hall it normally shares with four other schools was unavailable last year. The students' exams are regularly impacted by the lack of a meeting place, as is the ability to meet as a school community.</div><div>I am thankful for the upgrade of Croydon, Homebush and Flemington train stations. Although the works have progressed at a pitifully slow pace, disability access is being improved. But that is not the case for North Strathfield station. I know the member for Drummoyne shares my concerns about the poor access to that station, which, ironically, is in the area that the Government is targeting for future high-rise development, so I see it as a priority. I believe the hold-up in the upgrade of this station is due largely to the mismanagement of the Parramatta Road renewal plan and also to the backflip by the Government on light rail from Olympic Park to Strathfield ,and the lack of a route for the Sydney Metro West project. Those issues are also impacting Strathfield station and the town centre, which have not progressed at all. To its credit, Strathfield Council developed a vision for the area, but the Government has not progressed with any plans nor has it shown even the slightest interest in revamping this important retail precinct.</div><div>I could go on, but I am running out of the time allocated. I will conclude with the privatisation of our buses, announced yesterday by the Minister. My community does not want our buses sold, but the Minister is arrogantly pursuing an ideological agenda that ignores the wishes of my community. There is so much more I could speak about, but, with limited time, I will say that I am hopeful that as we begin the final year of this parliamentary term we will see many of the issues I have raised today resolved. Yesterday Minister Constance told Parliament that the report was still being worked on and it would be released in “due course”. Even today in the NSW Parliament rather than confess he had hidden the truth; he accused the Opposition of misleading the House, despite the fact that Transit Systems has acknowledged the existence of the letter.</div><div>Mr Constance was also asked by NSW Labor what had happened to the review he promised into the Sydney trains debacle earlier in the year. On January 10th he promised the review by senior transport bureaucrats would be delivered by January 24th. It is now three weeks overdue and its recommendations are nowhere to be seen.</div><div>And then there is the Ferry McFerryface farce. The importance of this festival in Australia can be interpreted through the various events that have and will be going on, including plans to light up the Sydney Opera House and Sydney Harbour Bridge in the lucky colour of red. In this House we acknowledge the Year of the Dog and those across the world who celebrate Lunar New Year. The festival celebrates the commencement of the new lunar calendar , and the celebrations extend for 15 days. The festival is symbolised by red— a colour that is said to scare off evil spirits.</div><div>The first day of the lunar calendar falls on 16 February this year, but most families and friends gather on 15 February for the New Year's Eve reunion dinner, when food that symbolises good luck and prosperity is shared. It is also customary for families and friends to visit temples on New Year's Eve to pray for a lucky year ahead. Given the significanc e of the festival in Sydney, not only have I been invited to many events but also I will be hosting a few , including a walk through Strathfield tonight with the God of Wealth , handing out red pockets and Fai Chun posters. Red pockets symbolise good luck and are given by e lders or seniors in the family. In return , it is customary for children to wish their elders a happy new year, good health and good fortune.</div><div>I have a wonderfully diverse electorate , and so Lunar New Year is important to my Chinese, Korean and Vietnamese Australian communities. As such, I will also be handing out the Fai Chun, which is a red , long poster with a lucky phrase on it.</div><div>It is traditional for these posters to be displayed in homes to scare away evil spirits. I will also be leading a traditional Chinese lion dance through Burwood to extend my best wishes to businesses and the general public. This year joining me on the walk will be members of the West Tigers rugby league football team, and of course their mascot. I thank Tommy Tong and his lion dance group from Tommy Tong's Traditional Chinese Performing Arts Centre for performing every year. I am pleased to join the Chinese Australian community in attending many of their events, the first of which will be the inaugural Chinese New Year celebrations held this weekend with the Australian Zhaoqing Fellowship Association and Australian Zhaoqing Industry and Commerce Association. This event will be held at a farm in Rossmore in honour of the farming history of the Zhaoqing people in Liverpool. Also in Liverpool this weekend I will be attending the charming Asia New Year Festival.</div><div>New Year's Day is always very busy, and I will be spending a part of that day at the Chinese New Year celebration at a temple in Bonnyrigg hosted by the Australian Chinese Buddhist Society. I thank Vincent Kong and his society for their continuing contribution to our Chinese Australian community. New Year is celebrated not only in temples, homes and businesses but also by community groups, and of course in nursing homes. I have spoken before in this place about the work of the Bernard Chan Nursing Home in Burwood, and I look forward to joining residents for an afternoon tea. I also thank Ada Cheng, Chief Executive Officer of the Australian Nursing Home Foundation, and her staff. They provide excellent care for the elderly in my community. I also commend the work of the Chinese Australian Services Society, an organisation that supports the Chinese Australian community in the inner west. I will join them in their celebrations, as I have done in previous years. In early March we have a wonderful day at the China Fun Fair in Burwood Park. I thank the Australian Commerce and Culture Association for their efforts each year.</div><div>Lunar New Year events will be held across Sydney, including the opening of the Chinese New Year Lantern Festival, hosted by the Australia China Economics, Trade and Culture Association; the New Year Celebration Dinner, hosted by the Australian Chinese Charity Foundation; the Vietnamese New Year—their Tet Festival—organised by the Vietnamese Community in Australia (NSW Chapter); and the annual Cultural Chinese New Year banquet, hosted by the Haymarket Chamber of Commerce. These are more than a few of the events that will be held this year. It is fitting that Australia's oldest Parliament wish the Chinese Australian community a happy Chinese New Year of the Dog.</div><div>I thank the member for Oatley, who is present in the Chamber, the member for Cootamundra and the member for Kogarah for their wonderful contributions to the discussion on this matter of public importance. It is important at this time of the year to acknowledge the significance to our communities of the Lunar New Year. It is wonderful that the member for Cootamundra, who represents a country electorate, participated in the discussion out of respect for the Lunar New Year festival, which is celebrated across New South Wales. The members who participated in the discussion spoke about the importance of community in celebrating the Lunar New Year. I referred to the importance of family and community groups.</div><div>The member for Kogarah and the member for Oatley know that community is at the heart of Lunar New Year celebrations. I see the member for Oatley at many events that we both attend and I know that he is well regarded within the Chinese-Australian community. We experience firsthand the great enthusiasm of many of our community groups, which is at no time more evident than in celebrations of the Lunar New Year. As the member for Kogarah said, the Chinese-Australian community is very much a driver of culture and commerce in the communities in which they reside.</div><div>As the member for Cootamundra said, that includes the students living in our electorates and the tourism it generates. These celebrations are important to the way this State operates. When we get together to enjoy the Lunar New Year celebrations we create something spectacular.</div><div>I acknowledge my staff member Michael Ng, who has worked with me in organising my many Lunar New Year functions. We are involved in many events, and my officers and I go to a great deal of effort. The office is festooned with decorations and we have about 3,000 red pockets that we will distribute over the next week, starting in about two hours when I take the God of Wealth through Strathfield Plaza and meet with my Korean community. This weekend I will be joined by the Wests Tigers in walking down Burwood Road. It is fitting that we will have the lion and the Tiger getting together in the Year of the Dog. Michael has done a wonderful job organising these events with my community. We have heard that the member for Oatley is a Horse, and I am a Rooster. The importance of this festival in Australia can be interpreted through the various events that have and will b e going on, including plans to light up the Sydney Opera House and Sydney Harbour Bridge in the lucky colour of red. In this House we acknowledge the Year of the Dog and those across the world who celebrate Lunar New Year. The festival celebrates the commencement of the new lunar calendar , and the celebrations extend for 15 days. The festival is symbolised by red— a colour that is said to scare off evil spirits.</div><div>The first day of the lunar calendar falls on 16 February this year, but most families and friends gather on 15 February for the New Year's Eve reunion dinner, when food that symbolises good luck and prosperity is shared. It is also customary for families and friends to visit temples on New Year's Eve to pray for a lucky year ahead. Given the significance of the festival in Sydney, not only have I been invited to many events but also I will be hosting a few , including a walk through Strathfield tonight with the God of Wealth , handing out red pockets and Fai Chun posters. Red pockets symbolise good luck and are given by elders or seniors in the family. In return , it is customary for children to wish their elders a happy new year, good health and good fortune.</div><div>I have a wonderfully diverse electorate , and so Lunar New Year is important to my Chinese, Korean and Vietnamese Australian communities. As such, I will also be handing out the Fai Chun, which is a red , long poster with a lucky phrase on it.</div><div>It is traditional for these posters to be displayed in homes to scare away evil spirits. I will also be leading a traditional Chinese lion dance through Burwood to extend my best wishes to businesses and the general public. This year joining me on the walk will be members of the West Tigers rugby league football team, and of course their mascot. I thank Tommy Tong and his lion dance group from Tommy Tong's Traditional Chinese Performing Arts Centre for performing every year. I am pleased to join the Chinese Australian community in attending many of their events, the first of which will be the inaugural Chinese New Year celebrations held this weekend with the Australian Zhaoqing Fellowship Association and Australian Zhaoqing Industry and Commerce Association. This event will be held at a farm in Rossmore in honour of the farming history of the Zhaoqing people in Liverpool. Also in Liverpool this weekend I will be attending the charming Asia New Year Festival.</div><div>New Year's Day is always very busy, and I will be spending a part of that day at the Chinese New Year celebration at a temple in Bonnyrigg hosted by the Australian Chinese Buddhist Society. I thank Vincent Kong and his society for their continuing contribution to our Chinese Australian community. New Year is celebrated not only in temples, homes and businesses but also by community groups, and of course in nursing homes. I have spoken before in this place about the work of the Bernard Chan Nursing Home in Burwood, and I look forward to joining residents for an afternoon tea. I also thank Ada Cheng, Chief Executive Officer of the Australian Nursing Home Foundation, and her staff. They provide excellent care for the elderly in my community. I also commend the work of the Chinese Australian Services Society, an organisation that supports the Chinese Australian community in the inner west. I will join them in their celebrations, as I have done in previous years. In early March we have a wonderful day at the China Fun Fair in Burwood Park. I thank the Australian Commerce and Culture Association for their efforts each year.</div><div>Lunar New Year events will be held across Sydney, including the opening of the Chinese New Year Lantern Festival, hosted by the Australia China Economics, Trade and Culture Association; the New Year Celebration Dinner, hosted by the Australian Chinese Charity Foundation; the Vietnamese New Year—their Tet Festival—organised by the Vietnamese Community in Australia (NSW Chapter); and the annual Cultural Chinese New Year banquet, hosted by the Haymarket Chamber of Commerce. These are more than a few of the events that will be held this year. The members who participated in the discussion spoke about the importance of community in celebrating the Lunar New Year. I referred to the importance of family and community groups.</div><div>The member for Kogarah and the member for Oatley know that community is at the heart of Lunar New Year celebrations. I see the member for Oatley at many events that we both attend and I know that he is well regarded within the Chinese-Australian community. We experience firsthand the great enthusiasm of many of our community groups, which is at no time more evident than in celebrations of the Lunar New Year. As the member for Kogarah said, the Chinese-Australian community is very much a driver of culture and commerce in the communities in which they reside.As the member for Cootamundra said, that includes the students living in our electorates and the tourism it generates. These celebrations are important to the way this State operates. When we get together to enjoy the Lunar New Year celebrations we create something spectacular.</div><div>I acknowledge my staff member Michael Ng, who has worked with me in organising my many Lunar New Year functions. We are involved in many events, and my officers and I go to a great deal of effort. The office is festooned with decorations and we have about 3,000 red pockets that we will distribute over the next week, starting in about two hours when I take the God of Wealth through Strathfield Plaza and meet with my Korean community. This weekend I will be joined by the Wests Tigers in walking down Burwood Road. It is fitting that we will have the lion and the Tiger getting together in the Year of the Dog. Michael has done a wonderful job organising these events with my community. We have heard that the member for Oatley is a Horse, and I am a Rooster. They are saying, &quot;Premier, you need to remove Andrew Constance as transport Minister.&quot; All members of this House know that the Minister cannot run a transport system. We now know that he cannot even run a ferry-naming competition. Members know that &quot;Ferry McFerryface&quot; was a captain's pick by the Minister. That means the public naming competition was in fact rigged. The Minister spent $100,000 on a competition and he had no intention of abiding by the result. He then lied to the community and blamed the children. What about that? Who in this House can honestly say—</div><div>Mr Andrew Constance: Point of order—</div><div>Ms JODI McKAY: You will get your chance.</div><div>Mr Andrew Constance: The member is using unparliamentary language and I ask that she be directed to withdraw the word &quot;lied&quot;.</div><div>Ms JODI McKAY: I will not withdraw that word because that is exactly what he did. No-one in this place should be surprised about his arrogance and incompetence. They call him &quot;Angry Andrew&quot; and &quot;Cranky Constance&quot;. The community knows that he is incompetent and incapable. Let us talk about the timetable and the hundreds of thousands of commuters who have experienced chaos and confusion because of his shambolic timetable. What is even worse is that when I asked a question about the 150 drivers required to deliver that timetable, the Minister refused to answer. He knew the timetable would not work because his own agency gave him that advice. He introduced it without the trains and the drivers required and despite knowing that it would not work. He did that because his ego gets in the way every time he makes a decision.</div><div>The Minister said the problem was the result of an act of God. Only God knows the truth because the Minister introduced a timetable that was not going to work. He was closely engaged in a ferry-naming competition but he distances himself from every other aspect of public transport delivery; he wants nothing to do with it. He is privatising the inner west bus network and he has already privatised the Hunter network. If the Opposition had been allowed a second speaker on this motion, the House would have heard about exactly what is happening in those areas. People are being disadvantaged and isolated and they are being treated unfairly. The Minister promised that inner west buses would not be privatised, but he is moving ahead with that process. Members need only look at the South East Light Rail project to see his arrogance on display. When the Minister was approached by a business owner at a media conference, he said to him, &quot;I don't care. Thursday's action centred on the fact that drivers are sick and tired of working 13 out of 14 days to deliver the 1500 extra services that are part of his new timetable.</div><div>The fact that the Berejiklian government had to cut 1300, or roughly two-fifths, of services on Thursday was a startling admission that Sydney's trains can only run on systematic planned organised under-staffing.</div><div>That is not a way to run a public service, certainly not a safe one if a train is driven by somebody who could be severely fatigued through constantly working excessive overtime.</div><div>But rather than praise drivers for their diligence and frankly their goodwill, Constance has sought to paint them as greedy unionists doing the political bidding of the Labor Party in Macquarie Street.</div><div>I'm surprised he hasn't pinned electricity blackouts and infrastructure blowouts on us as well but, with Constance, anything is possible.</div><div>For two years, Constance has denigrated and goaded drivers, even admitting in this very paper that driverless trains can't come soon enough. The fact both he and his boss, Berejiklian, thought that would not be a factor in these current negotiations tells you how out of touch and arrogant they are.</div><div>What the past few weeks has taught the 1 million people who use Sydney's train network daily is that this government is starving public services such as trains of the necessary public resources.</div><div>Sydney-siders have learnt to their cost through the multiple cancellations and skipped stops that a train service that exists on paper but never materialises is nothing more than a mirage.</div><div>Thursday's decision by the industrial umpire threw the Berejiklian government a lifeline and opened a window to resolve this dispute. It should now come to the table with a proposal that properly resources the train system.</div><div>Failure to do so will only further test the patience of the travelling public and drivers, both of whom have suffered enough at the hands of the hapless Andrew Constance.</div><div>Jodi McKay is Labor's transport, roads, maritime and freight The Minister is yet to respond to two letters seeking clarity on the status of the safety work.</div><div>The intersection of Flemington Street and Parramatta Road, Homebush West, faces similar problems. This means it is inadequate for holding school concerts, exams, presentations or full school assemblies. In fact, School assemblies are held in the playground with the young women forced to sit on concrete to participate in school gatherings.</div><div> Significant development in the local area, particularly along the Parramatta Road corridor, will only see an increase in population growth and add further pressure on the school facilities.</div><div> The cost of a new school hall is expected to be around $4 million dollars for construction- barely a blip on the radar of what the NSW Government has committed to stadium funding.</div><div> In May this year I wrote to the Education Minister on behalf of the P&amp;C, who have petitioned for a multi-purpose hall for some time, asking him to pursue the matter and assist SGHS with their much needed hall as a matter of urgency. This issue has lingered for too long and despite repeated requests and even an acknowledgment by the Government that safety needs improving, nothing has been done. This House should condemn the Government for its inability to improve safety at two pedestrian crossings on Frederick Street in Ashfield. Those crossings are at the intersections of Henry Street and John Street. Both intersections have been the site of numerous accidents and near misses over the last few years. Frederick Street is already one of the busiest roads in my electorate. It provides a connection to City West Link, Parramatta Road, Liverpool Road and Georges River Road, and traffic on this road will get worse when the M4 East stage of WestConnex is completed early in 2019.</div><div>I make it clear to the House that I would much prefer to work with the Government in a conciliatory and cooperative way to address this important local issue. However, the Government's continual refusal to act on this issue and to solve this problem has left me no choice other than to bring this issue to the Parliament. I genuinely and sincerely fear that there will be another serious accident at one of these crossings. The residents of my area who have raised this issue with me so many times over more than two years have also reached a point of utter frustration. I thank all those who have spoken to me about their concerns and who have made approach after approach to the Minister, to the Roads and Maritime Authority [RMS] and to the Inner West Council. I thank Inner West Council because they have also been lobbying on this issue but they, too, have run into a brick wall. I have seen emails from residents that date back more than two years. These email trails show confusion as promises have been made, funding has been allocated and then removed, and plans have apparently been completed but then in other emails have returned to draft form.</div><div>This year alone, I wrote to the Minister for Roads about this issue in May, in September and in early November. In the response to the May letter I was told that detailed design works were completed but in other conversations with RMS staff since that time I have been told the designs are still being finished. So, what is it? Are the designs finished? Are they underway? When will this work start? The Minister has refused even to answer my last two letters which requested she publicly release a timetable for the project. Until we have it in writing and until the Minister gives us a commitment as to when this work will start, when it will be finished, and when safety will be improved at the John Street and Henry Street crossings on Frederick Street, we cannot believe a word that the Government says.</div><div>While this Government dithers and delays, the accidents keep happening. In May this year, a student at De La Salle College in Ashfield was hit by a car while using the John Street pedestrian crossing. This incident followed a number of other safety incidents over recent years. RMS figures show that 30 people were seriously injured in crashes on Frederick Street in 2015 and 2016. Many of those incidents occurred at intersections.</div><div>The Henry Street and John Street crossings are used by local residents and also students and families from The Infants Home, Burwood Girls High School, Croydon Public School, De La Salle and Bethlehem colleges and Ashfield Public School. It is appalling that a $17 billion motorway is being constructed 100 metres from one of those dangerous crossings in Henry Street. How can that $17 billion motorway be constructed when the Government cannot find the funding for a crossing that is used daily by students and their families? The issue has become so significant that we local residents have been painting turning lines at the John Street crossing in a desperate attempt to do the job for the Roads and Maritime Services.</div><div>I thank local residents, who I will not name in this place but who contact me regularly about the safety of Frederick Street. Those residents genuinely care about the safety of our community. I also acknowledge the work of Councillor Lucille McKenna and Action for a Safer Ashfield in their dedication and commitment to see a safer Ashfield for everyone. I urge the Government to stop dithering and to get on with delivering these vital upgrades to ensure the safety of pedestrians in our area.
